Call for Papers

CIWEM’s Rivers and Coastal group are pleased to invite papers and presentations for their upcoming conference ‘Outcome Measures for flood and coastal risk management – fit for the future?’ taking place on 10th May 2017 in Central London.

The Department for Environment, Food & Rural Affairs (Defra) sets a number of targets to ensure the Environment Agency and other risk management authorities deliver FCERM (Flood and Coastal Erosion Risk Management) benefits as a result of investment and achieve the aims of government policy.

The Environment Agency use Outcome Measures to inform decisions about where to invest FCERM Grant in Aid.  Outcome Measures were first introduced in 2008 and revised in 2011, following the introduction of the Partnership Funding system.

Given the significant flood events and changes in FCERM policy and delivery over the last 5 years and future trends, a discussion on Outcome Measures and current/future issues is timely.

A wide range of papers is invited to consider any of the following topics:

  • Experiences in using Outcome Measures (positive and negative). Have they delivered what is needed and do the public understand them?
  • The relationship between current Outcome Measures and delivery (including Partnership Funding). Do they help or hinder partnership projects?
  • Do existing Outcome Measures have sufficient flexibility to allow us to deliver less traditional, new or developing FCERM initiatives (e.g. natural flood management; catchment management; assessments using natural capital and ecosystem services)?
  • What changes might we consider to ensure Outcomes Measures are fit for future purpose and enable more to be delivered for the people and the environment?

All abstracts should be concise and clearly state results, objectives or key components of the paper. They should not exceed 500 words and should contain a clear list of intended presenter(s) clearly separate from authors and email addresses for all involved. A maximum of two presenters for each paper is allowed.  An electronic copy (in doc format) must be submitted before 5pm on Friday 3rd February 2017 to If you have any questions please also email
